Suspending disbelief, imagine that Tony Tether, late of DARPA, has become director of the National Science Foundation. Construct a quint chart for the work described by Chater and Manning. Use your imagination to concoct end-of-phase goals; try to include combinations of the ideas in the paper with other salient ideas in the subject.
